Since this copy of Tribunal is in Russian, you will need to fix the question mark error.

1. Open regedit (regedit.exe).
2. Go to this path: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\CodePage.
3. Look for c_1250, c_1251, and c_1252.
4. Replace the parameter values for c_1250 and c_1252 with "c_1251.nls" (without the quotations).
5. Restart your computer.
6. Open setup.
7. You have successfully fixed the question marks.
